Compliance with Indonesian National Standard (SNI), is far more than a regulatory formality. It sets the technical parameters that safeguard a product’s physical, chemical, and microbiological integrity. It ensures that powdered non-dairy creamer sold on the market is genuinely free of harmful contaminants, including microbial contamination, heavy metals, or food additives that exceed safe thresholds, making it safe for long-term consumption.

This controls practices such as aggressive underpricing achieved by lowering product quality below safe thresholds, commonly known as unhealthy price wars.

SNI encourages the national non-dairy creamer industry to keep innovating, maintaining consistent quality, and adopt internationally recognized management systems such as ISO 9001, as well as food safety frameworks like FSSC 22000. Once local product quality is strictly standardized, it gains a stronger negotiating position and can compete more confidently with imported products.

Improving industry efficiency and performance.

SNI compliance requires manufacturers to maintain adequate production facilities and structured quality control systems. Standardizing every stage of production, from mixing through to packaging, indirectly helps the industry minimize product defects, reduce raw material waste, and improve overall operational efficiency.

The Regulatory Foundation: Indonesian Minister of Industry Regulation No. 20 of 2025

As a strategic step to strengthen the structure of the food and beverage industry and protect consumers from food safety risks, the Indonesian government has issued Indonesian Minister of Industry Regulation No. 20 of 2025 on the Mandatory Application of the Indonesian National Standard for powdered Non-Dairy Creamer. The regulation affirms that any business producing or importing powdered non-dairy creamer for distribution within Indonesian jurisdiction must hold a Certificate of SNI Mark Usage (Sertifikat Produk Penggunaan Tanda SNI, or SPPT-SNI).

For LNK, Minister of Industry Regulation No. 20 of 2025 serves as an operational reference on the production floor. The regulation mandates stringent audits, including heightened oversight of the production process and periodic sample testing at laboratories accredited by Komite Akreditasi Nasional (KAN), Indonesia’s National Accreditation Committee.

The Testing That Makes LNK’s Non-Dairy Creamer Safe for Consumption

To obtain SNI certification, powdered non-dairy creamer must pass a comprehensive series of laboratory tests. Manufacturers are even required to maintain independent testing equipment at the factory for key parameters, which is subsequently re-verified by an external laboratory.

The laboratory first verifies whether the creamer’s content meets the technical specification for a dairy substitute. Moisture content is tightly controlled to keep the powder genuinely dry, preventing clumping or mold growth. Fat content is also measured to confirm the vegetable fat emulsion meets the quality requirements of SNI 4444:2018, while protein levels are checked, given that creamer relies on milk protein or vegetable protein as an emulsifier.

To verify hygienic processing and prevent food poisoning, product samples undergo testing for pathogenic bacteria. This includes Total Plate Count to assess overall product cleanliness, Coliform and E. coli as indicators of production process sanitation, and pathogens such as Salmonella and Staphylococcus aureus, which must be entirely absent from the product.

Furthermore, Non-dairy creamer must also be free of hazardous chemical substances capable of accumulating in the body. Laboratory testing covers Lead, Cadmium, Tin, Mercury, and Arsenic, each of which is kept well below the threshold considered hazardous to health.

Then, Organoleptic testing is subsequently carried out to confirm the creamer has a normal smell, taste, and color typical of powdered non-dairy creamer, free of any foreign odor or taste. Its form must also be a fine, homogeneous powder, free of foreign matter such as insects or inert particles.

Where a creamer formulation uses food additives such as anti-caking agents, coloring, emulsifiers, or stabilizers, the laboratory verifies that both the type and dosage comply with the safe limits permitted under food safety regulations.
